Research Fellow

Luke is a Research Fellow attached to the Education, Employment and Evaluation sector. His general research interests include education policy, political economy and poverty and inequality. In the recent past, he has conducted research into the following specific areas: school funding; the impact of the home learning environment on child outcomes; trends in top incomes; trends in child poverty and income inequality; and the politics of tax policy.

Can grammar schools improve social mobility?

Comment

Today, the Secretary of State for Education is due to outline proposals that would allow an expansion of grammar schools across England. This could represent a significant shift in the education system in England. As ever there would be costs and benefits to such a change. It does appear that those who attend grammar schools do, on average, somewhat better than similar children in the comprehensive system. On the other hand, those in selective areas who don’t get into grammar schools do worse than they would in a comprehensive system. The real question for education is whether we can have the benefits without the costs. Do London schools point the way forward?

Long-Run Trends in School Spending in England

Report

The government has committed to freezing school spending per pupil in cash terms in England up to 2019–20. It has also committed to introducing a national funding formula for schools in England from 2017 onwards. In this report, we provide historical context for these changes by showing how spending per pupil has evolved since the 1970s – comparisons that were previously unavailable. We also provide the first estimates of total school spending received across different cohorts over time and the variation within individual cohorts.

The workshop will be of interest not just to economists interested in the labour market and in public finance, but also to practitioners working in the field of pay-setting, pay regulation, and public policy.

English schools will feel the pinch over the next five years

Comment

Like the NHS, day-to-day spending on schools was protected from cuts in the last parliament and the new Conservative government has announced protections for schools spending in this parliament too. However, rising costs mean that schools are likely to face real-terms cuts on spending per pupil for first time since the mid-1990s. Although the cuts are likely to be smaller than those seen across other areas of government spending, these will leave schools facing significant challenges over the next five years.
