The IFS Green Budget 2017, in association with ICAEW and funded by the Nuffield Foundation, will analyse the issues and challenges facing Chancellor Philip Hammond as he prepares for his first Budget. The findings from a selection of chapters will be presented at the event, where the full publication will be launched.
The areas covered by IFS researchers will include a discussion of the outlook and risks facing the UK public finances, alongside specific analysis on the taxation of different forms of employment, spending on health and social care, incapacity and disability benefits, and the new apprenticeship levy. Additional analysis will be provided by ICAEW on public sector debts and liabilities and Oxford Economics on the outlook for the UK and global economies.

Carl, a Deputy Director, is an editor of the IFS Green Budget, an expert on the UK pension system and sits on the Social Security Advisory Committee.

Helen joined the IFS in 2007. She has almost two decades of experience analysing UK fiscal policy and providing trusted advice to policymakers.

Research Fellow
Luke is a Research Fellow at the IFS and his general research interests include education policy, political economy and poverty and inequality.
