In a second joint paper on Wales' new fiscal framework, researchers from the Wales Governance Centre and the Institute for Fiscal Studies consider the options for the future of the 'Barnett floor' designed to prevent relative funding in Wales falling a 2010 assessment of Wales' relative needs, and how these will interact with devolved taxes.
