Until recently Ed Balls, Gordon Brown's right hand man at the Treasury, warned last week that forecasting the public finances is a "dangerous game". Forecasting is, alas, unavoidable if policy is to be set or analyzed sensibly; the danger is in making and explaining policy decisions without acknowledging that all forecasts are fallible.
