There is unprecedented stability - but tax credits bring chaos.

Love or loathe his policies, Gordon Brown has certainly made his mark as Chancellor. He has presided over stable growth and low inflation and transformed economic policymaking. He has also used (and complicated) the tax system in order to help the less well-off and to try to steer people's behaviour.
