Welfare Reform for Low Income Workers

The aim of this paper is to consider the issues surrounding welfare reform for low skilled and low wage workers. In particular the recent move toward the use of 'in work' benefits. Such policies aim to take welfare reform in a new direction emphasising the dual objectives of getting low skill workers into work as well as the need to suplement their incomes. Their effectiveness in achieving these two goals is the focus of this review paper.
