Capital tax reform and the real economy: The effects of the 2003 dividend tax cut

Policymakers frequently propose to use capital tax reform to stimulate investment and increase labor earnings. This paper tests for such real impacts of the 2003 dividend tax cut---one of the largest reforms ever to a U.S. capital tax rate---using a quasi-experimental design and a large sample of U.S. corporate tax returns from years 1996-2008.

The costs and benefits of different initial teacher training routes

This research project is investigating the costs and benefits of different initial teacher training routes. It is led by researchers from IFS, and also involves the National Foundation for Educational Research (NFER) and the Institute of Education, University of London. The seminar will launch new research findings from a survey of schools, which has been linked to wider information about trainees and schools to answer the following key question: how does cost-effectiveness vary between initial teacher training routes from a school’s perspective?

The first years of a child’s life lay the basis for lifelong outcomes. During this vital period, though, many children are exposed to poverty, malnutrition, illnesses and un-stimulating home environments, which have a detrimental effect on their cognitive, motor, and social-emotional development, as well as on their health, thus prohibiting them from reaching their full developmental potential. This period of early childhood is therefore a critically important one for intervention.

Higher education access, progression and funding: what lessons for social mobility?

With student number controls being relaxed in England, more young people will have the opportunity to go to university than ever before. But with the benefits of a degree varying by subject and institution, the challenge of ensuring that higher education remains a vehicle for social mobility is likely to continue. At the same time, there remain ever-present questions about the financial stability of the HE sector: is the current system of undergraduate funding sustainable? What about other sources of university funding? This event will draw on research funded by the Nuffield Foundation and other IFS work.

Dodging the taxman: Firm misreporting and limits to tax enforcement

This seminar will be presented by Dina Pomeranz (Harvard Business School) , joint with Paul Carrillo and Monica Singhal. Reducing tax evasion is a key priority for many governments, particularly in developing countries. A growing literature has argued that the use of third party information to verify taxpayer self-reports is critical for tax enforcement and the growth of state capacity. However, there may be limits to the effectiveness of third party information if taxpayers can make offsetting adjustments on less verifiable margins.
