Our work analyses impacts on inequality, poverty, the public finances, and the behaviour of workers, firms and consumers, and considers how their design could be improved. Its focus ranges from the taxation of sugary drinks to revenue-raising measures in low and middle income countries to ongoing UK benefit reforms.

Choosing among alternative classification criteria to measure the labour force state

Working Paper

Current labour force counting relies on general guidelines set by the International Labour Office(ILO) to classify individuals into three labour force states: employment, unemployment and in activity. However, the resulting statistics areknown to be sensitive to slight variations of operational definitions prima facie consistent with the general guidelines. In this paper two alternative classification criteria are considered.

The Russian 'flat tax' reform

In 2001, Russia dramatically reduced its higher rates of personal income tax (PIT), establishing a single marginal rate at the low level of 13%. In the following year, real revenue from the PIT increased by about 26%.
