The continued collaboration between ESRC, HMT and HMRC has led to the creation of a new Tax Administration Research Centre which will be launched at this conference, organised by the ESRC. Presentations will take place between 18:00 and 19:30, followed by drinks. Registration will take place from 17:30, when there will also be a chance to visit stands for the research projects in this programme.

The Centre is a partnership between the University of Exeter and the Institute for Fiscal Studies and is funded by ESRC, HMRC and HM Treasury. It represents a major new initiative in research addressing taxation policy and operational challenges, designed to build upon current UK research strengths and complement existing centres of expertise. The aim of the Centre is to support high quality research and related activities on tax administration with a view to strengthening the theoretical and empirical understanding of the delivery and design of tax operations and policies.

A key resource for the Centre will be the recently created HMRC Datalab which provides access to HMRC administrative and survey data in a secure environment.

The Centre will look into strengthening the existing evidence base on taxation areas including:

  • Increasing voluntary compliance
  • Reducing error, fraud, evasion and avoidance
  • Looking in depth at the cost-effectiveness of tax systems and processes and revenue sustainability to support economic growth.

The Centre will also tackle a number of analytical questions about the drivers of taxpayers’ behaviours in terms of risk and compliance and the effectiveness of interventions and deterrence.

The event will have a two-fold purpose:

  • to launch the Tax Administration Research Centre
  • to showcase the Research Programmes already completed as part of the HMRC/HMT/ESRC partnership

Key researchers involved will be present to answer your questions on the results from their work and demonstrate how the results are being used.

The research projects include:

  • Household responses to complex tax incentives
  • The relationship between taxation and life cycle decisions
  • Optimal audit policies for tax evasion networks
  • Investigating the role of taxation in company births and deaths.
