Tom is a Research Associate at the IFS, working on the insurance and incentive effects of tax and benefit policies. One strand of his research focuses on the insurance value and labour-market consequences of two key programmes: state pensions and disability insurance. In a parallel strand of research, he investigates the role of taxation in shaping individuals’ decisions to undertake self-employment. He approaches these questions from two perspectives: a theoretical one, where he models individuals as forward-looking agents making optimal saving and labour-supply choices; and an empirical one, where he attempts to identify structural parameters of models from the data.
