Michael is a Research Associate at IFS and Professor of Economics at the University of Oxford. His research interests include: the taxation of companies; international tax competition; optimal taxation of risky investment; location decisions of multinationals; economic geography; dividend policy; and tax incidence.

The Mirrlees Review was the subject of a Special Session of the 63rd Annual Congress of the International Institute of Public Finance (IIPF), held at the University of Warwick from 27th to 30th August 2007.
We examine whether discretionary government grants influence where domestic and multinational firms locate new plants, and how the presence of agglomeration externalities interacts with these policy instruments.
