Northern Ireland has yet to pass legislation for all the reforms already in the process of being implemented in the UK. The household  benefits cap, the housing benefit social sector under-occupation charge, and the time limiting of contributory employment and support allowance, do not yet apply in Northern Ireland; and the replacement of disability living allowance with personal independence payments and roll out of universal credit are yet to be begin. Recently, it looked as though agreement between the Northern Irish parties to implement these reforms was reached - an agreement which involved a number of funds to provide support to those who would be disadvantaged to these reforms.

This presentation looked at the these 'mitigation measures' in the fiscal context Northern Ireland will face itself in the coming years; and in the context of the distributional impact of reforms implemented in Northern Ireland. It was given to two groups of people: civil society and charity staff, and Northern Ireland Assembly researchers, at a roundtable discussion on 27 March 2015.
