
Steering group
The Review is led and steered by three IFS Directors and steered by a highly qualified group.


Carl, a Deputy Director, is an editor of the IFS Green Budget, an expert on the UK pension system and sits on the Social Security Advisory Committee.

Jonathan is a Deputy Director and Head of Retirement, Savings and Ageing, focusing on pensions, savings and later-life economic activity.
The Review is led by a team of three Directors at IFS: Paul Johnson, Carl Emmerson and Jonathan Cribb.
We are guided by a highly-qualified steering group: chair David Gauke (former Secretary of State for Work and Pensions), Baroness Jeannie Drake (former Pensions Commissioner and former President of the Trades Union Congress) and Joanne Segars (former CEO of the Pensions and Lifetime Savings Association). This senior steering group will provide high-level strategic advice on the direction of the Review and on the merits and drawbacks of policy options that emerge from our work, and assist with disseminating our findings and recommendations to policymakers and the pensions industry.
From January to November 2023, the late Alistair Darling was the chair of our Steering Group. We were honoured to work with him on this project and benefitted greatly from his thoughts and guidance.
